The U.S. can help to minimize charges of an imperialist motivation behind its support of population activities by repeatedly asserting that such support derives from a concern with:
(a)        the right of the individual couple to determine freely and responsibly their number and spacing of children and to have information, education, and means to do so; and [The exoteric lie: the U.S. assists only those who want fewer children, not those who wish to have more – ed.]

(b)        the fundamental social and economic development of poor countries in which rapid population growth is both a contributing cause and a consequence of widespread poverty. [An argument false by incompletion – e.g., in the base case, GDP would drop to zero with zero population. The CIA deliberately does not supply the full population theory. Few if any theoreticians persons in a developing country of the 1970s would be able to accurately, in all due nuance, refute this propaganda attack. - ed.]

Furthermore, the U.S. should also take steps to convey the message that the control of world population growth is in the mutual interest of the developed and developing countries alike.

We must take care that our activities should not give the appearance to the LDCs of an industrialized country policy directed against the LDCs. Caution must be taken that in any approaches in this field we support in the LDCs are ones we can support within this country. State [Department] and [U.S.]AID played an important role in establishing the United Nations Fund for Population Activities (UNFPA) to spearhead multilateral effort in population as a complement to the bilateral actions of AID and other donor countries. Since the Fund's establishment, AID has been the largest single contributor.

Moreover, with assistance from AID a number of private family planning organizations (e.g., Pathfinder Fund, International Planned Parenthood Foundation, Population Council) have significantly expanded their worldwide population programs. Such organizations are still the main supporters of family planning action in many developing countries.
