摘要:针对环境与经济双重压力下西部地区环境规制的特殊性,基于DEA-Malmquist方法,以陕西省为例,分析了环境约束下西部地区的工业全要素生产率变动情况,并借助Tobit模型,对环境规制与工业全要素生产率变动之间的关系进行了协整分析。研究结果表明:污染排放效率提升缓慢,制约了工业全要素生产率的提升,而工业规模的优化改善了污染排放效率,但是原有技术的继续使用又降低了污染排放效率;环境规制政策显著制约了工业技术进步,进而间接制约了工业全要素生产率的提升。以此为据,提出了实现西部地区环境与经济双赢发展的环境规制对策。
Abstract
This paper studies the variation of industrial total factor productivity under environmental regulation of Shaanxi province. DEA-Malquist Index method is used first to explore the special characters of the variation under the dual pressures of environment and economy. After the classic method, Tobit model is used to analyze whether or not the relationship between environmental regulation and industrial total factor productivity is stable, that is, whether cointegration exists or not. Two important results are achieved. First, the improvement of industrial total factor productivity is impeded by poor technical change in pollution emission. In the meanwhile, pollution-emission efficiency can be improved by the expansion of industrial scale, and be deteriorated by keeping using traditional technology. Second, the policies of environmental regulation restrict the progress of industrial technology significantly, and restrict the improvement of industrial total factor productivity indirectly. Based on the above points, this paper suggests better environmental regulation policies that can harmonize environment and economy with each other in western China.
