我的法规规章也是各省份的法规的数量，二者如果放在一起肯定是会共线性的。
我现在纠结的就是 出现这个情况是不是就无法用其做固定效应了

这个看起来会么？一个连续的变量一个离散的变量

不过是否有必要控制这个呢？或者换成地区控制效应？
