——关于城市BOT模式的构想与探索的倡议信

—— a letter on conception andexploration of urban BOT model

全世界经济学家、政治学家、社会学家、人类学家:

To economists, politicians, sociologistsand anthropologists all over the world:

首先请允许我以无比崇拜的心情向你们表达我最崇高的敬意!你们是这个星球的探索者和建设者,是人类福音的传播者,是全世界繁荣和发展的捍卫者!你们的工作和努力都为世界历史和人类社会的发展做出了不可磨灭的贡献!

At first, please allow me to express mygreat tribute to you! You are explorers and constructors of the world,disseminators of human beings’ benefits and defenders of world prosperity anddevelopment. Your work and efforts have made indelible contribution to worldhistory and social development.

我出生在中国,目前也只是一个普通的平凡人。然而,中国有句古话,“愚者千虑,必有一得”,意思就是说,即便是愚蠢的人,如果经常性(一千次)的思考,也能获得(一个)收获。我也正是在长期的思考下,获得了一点收获-----一个关于城市BOT模式的构想(正如这封信副标题所表述的)。我希望能将这一构想与全世界的经济学家、政治学家、社会学家、人类学家来分享,并进一步探索和实践。因为我个人认为,这一构想将对发展中国家的发展、对世界经济的发展以及人类社会的发展产生一定的积极作用。

I was born in China and am still anordinary person. However, we Chinese believe that even stupid people can beright sometimes as long as they think thoroughly. After many times of thinking,I have drawn some conclusions ----- a conceptionon urban BOT model (as specified by the letter’s subtitle). I hope to sharethese conclusions with economists, politicians, sociologists andanthropologists around the world and further explore on this issue. Ipersonally believe my thoughts can make positive contributions to the developmentof developing countries, world economy and human society.

在正式与大家分享这一构想之前,我想先与各位简单回顾一下近代世界历史上的几个事件,这也正是我认为这一构想将对世界的发展和人类社会的发展产生积极作用的原因所在:

Before sharing my thoughts, I would liketo briefly review several incidents that occurred in modern times, which makeme believe that my thoughts can make positive contributions to the developmentof the world and human society:

第一个历史事件,是欧洲的空想社会主义。圣西门、傅立叶、欧文等改革家针对当时的社会状况提出了一系列社会变革的思想,甚至还进行了和谐新村的实验。虽然他们的改革最终失败了,但是他们的变革,体现了人文主义和社会改良的创新思想,对城市的规划、幼儿园教育、社会福利制度等方面提供了积极的借鉴意义。

The first is the utopian socialism thatemerged in Europe. Saint Simon, Fourier and Owen all came up with social reformproposals for concurrent social conditions, and they conducted trials ofbuilding harmonious societies. However, their efforts finally failed, but theirreformative thoughts reflected humanism and the urge for social reform, andtheir thoughts can provide good references concerning urban planning,kindergarten education and social benefits.   

对于空想社会主义(和谐新村)失败的原因,我的个人观点,首先是财产所有制观念不符合当时普遍的社会共识;其次是没有遵循市场经济规律组织生产和分配;第三是漠视个性的差异和人性的弱点导致分配上的不公正,进而导致生产与消费的严重失衡。

As for the failure of utopian socialism,I personally attribute it to three reasons: First, its property ownership conceptdidn’t comply with concurrent social norms; second, production and distributionwere not organized in line with market economic rules; third, the ignorance ofdifferences in personalities and the weaknesses in human nature caused unjustdistribution and thus serious imbalance between production and consumption.

因此,在我向大家分享我的城市BOT模式时,将会考虑空想社会主义失败的上述原因,借鉴他们的优秀成果。正如中国的一句古话,“取其精华、去其糟粕”,希望构建一个可持续发展、良性循环的城市经济发展模式。

Therefore, when I share my urban BOTwith you, I will consider reasons for utopian socialism’s failure and refer totheir achievements, so as to come up with a sustainable urban economic growthmodel with positive cycle.

第二个历史事件,是美洲新大陆的发现。如果从欧洲人的视角看,美洲新大陆的发现无疑是人类历史上的一个里程碑,可以被誉为不朽的事业。但如果从印第安人的视角看,则无疑是一部充满苦难和悲剧的血泪史。最初100年,近6000万印第安人的死亡,对于任何一个和平主义者或者具有道德情操的人来说,都是一个巨大的历史悲剧。然而,我们今天已经无法为这一历史悲剧而忏悔,即便忏悔,也无法挽回数以千万人的生命和幸福。这也许就会产生一个疑惑:他们的生命和幸福与新大陆现代文明的发展和进步会构成一对尖锐的、不可调和的矛盾吗?

The second historical incident was thediscovery of American continent. To Europeans, this discovery is a milestone inhuman’s history. However, to Indians, this is a history full of plight andtragedy. During the first century after the discovery of American continent,about 60 million Indians died. This is tragic for all pacifists and people withhumanism. However, it’s of no use to repent too much for this tragedy, becauserepenting can’t retrieve millions of lives. But we have a question arising fromthis incident: whether their life and happiness will constitute a conflictagainst modern civilization’s development and progress?

今天我向大家分享的这一城市BOT模式,如果能早出现几百年,并被当时的殖民当局认可和推行,也许,就不需要用屠杀印第安人的代价来追求新大陆的发展和繁荣,印第安人也许会作为建设者与欧洲人共享新大陆的蓝天和文明。当然,这也许只是我的一个和平的幻想。但是,我相信这一城市BOT构想将对未来社会的和平发展提供参考。

I believe that if the urban BOT model,which I will share with you today, had been invented hundreds of years earlier,and recognized and undertaken by colonial authorities, maybe the tragedy ofmassacre of Indians would have been avoided and the development and prosperityof the new continent would not have been needed to be achieved at the cost ofkilling Indians, and Indians would have become builders of the new continent toshare the blue sky and civilization with the Europeans. Of course, this may bejust one of my illusions. But I believe my conception on the urban BOT modelwill provide reference for future social peace and development.

第三个历史事件,是香港的割让与殖民史。众所周知,香港的割让是英国政府与清王朝,先后通过1842年《南京条约》、1860年《北京条约》及1898年系列租借条约最终形成的,而这系列条约均是在战争或战争威胁下,强者一方与弱者一方通过签订不平等条约的形式达成的。使得这一段历史对中国而言深深地烙上了耻辱的标志。今天,香港已经归还给中国,并且在邓小平同志“一国两制”构想的模式下,得以一个全新的姿态面向世界。

The third historical incident is thecession of Hong Kong and its colonial history. HK was ceded from Qing Dynastyto the UK through Treaty of Nanjing in 1842, Treaty of Beijing in 1860 and aseries of leasing terms in 1898. However, all the treaties and terms weresigned amid wars or war threats, and the strong party had forced the weak partyto enter into such treaties and terms. This historical incident is a shame toChina. But now, Hong Kong has already been returned to China and is able toface the world with a new stance under Deng Xiaoping’s “One Country, TwoSystems” policy.

在此,我想与世界经济学家、政治学家、社会学家、人类学家探讨的是,香港模式能否有可能在一开始,就在和平的、平等友好的前提下,来进行构想和探讨呢?这也正是我有关城市BOT模式构想的灵感源泉之一。另一个灵感源泉来源于BOT项目运营模式。BOT模式作为一种工程项目运营模式,能够应用在单个的工程项目建设和管理上,为什么不能够应用在城市的建设和管理上呢?

I would like to discuss with economists,politicians, sociologists and anthropologists on the following issue: is itpossible for the HK model to be conceived and discussed under the peaceful,equal and friendly environment in the very beginning? This is one of thesources of my inspiration for the urban BOT model. Another source of myinspiration is the BOT operational model for construction projects. If the BOTmodel can be applied to single project construction and management, why can’tit be used in urban construction and management?

如果BOT模式可以应用在城市的建设、运营和管理上,那么这一城市BOT模式便具有可复制性,在世界范围内得以应用和推广。这对于世界各国的经济发展,尤其是发展中国家的经济发展或者一国内部欠发达地区的经济发展具有不可估量的价值和作用。我们为什么不尝试一下呢?

If the BOT model can be applied inconstruction, operation and management of cities, it shall be duplicable and beused worldwide. This means that the BOT model is of great value to worldeconomic development, particularly the development of developing countries andless developed regions in one country. If so, why not try it?

透过上述三个历史事件及有关描述,相信各位对我的有关城市BOT模式的构想已经大致有了一定的了解。由于我出生在中国--------一个经济发展不均衡的发展中国家,我对中国的经济发展状况相对来说更加了解,我相信世界上许多发展中国家都存在经济发展不平衡的现状。

Through the above three historicalincidents and related descriptions, I believe that you may have a generalunderstanding of my urban BOT model. Because I was born in China – a developingcountry with significant economic imbalance, I have better knowledge of China’seconomic status. I believe that there is economic imbalance in many developingcountries.

我主张在类似的发展中国家,通过工矿企事业(无论内资或外资)对工矿区进行城市化建设,在尊重所在国政权及政治管理的前提下,进行经济管理和社会管理,以此来带动发展中国家欠发达地区的经济发展,实现发展中国家各地区之间的均衡发展。因此,这一城市BOT构想,我也称之为工矿区城市化构想。

I believe that similar developing countries shall allow industrial and mining companies (either domestic or foreign-funded enterprises) to carry out urban construction for industrial and mining regions, and manage the economy and society with full respect for local political authorities and political management. I believe this model can promote economic development of less developed regions of developing countries and realize balanced development of different regions. Therefore, I also call my urban BOT model as urbanization conception for industrial and mining regions.

城市BOT构想,或者称之为工矿区城市化构想,我大致归纳为三个核心点:

The urban BOT model, or urbanization conception for industrial and mining regions, has three core ideas:

(一)地理位置、主体、期限、经济目标

First, geographical locations, main bodies, terms and economic objectives

由大型工矿企业或者有条件的企事业(以下统称工矿企事业),与发展中国家友好平等协商,签订城市BOT经济合作协议,选择在该国欠发达地区大中城市周边辐射地带,以距离该大中城市车程半小时至一小时路程为参考距离,建设工矿区的同时,允许工矿企事业,在一定年限内(30年至50年),以实现该工矿区城市化为目标,建设城市设施、生产生活设施或相关辅助设施,修建与周边大中城市联通的高速公路或城际铁路,组织并开展有关城市化管理等相关事务。

Large-scale industrial and mining companies or other qualified companies (hereinafter referred to as industrial and mining companies) may sign urban BOT economic cooperation agreement with developing countries through friendly and peaceful negotiation. Under such cooperation agreements , within a certain period (30 to 50 years), industrial and mining companies will build urban facilities, production and life facilities or other auxiliary facilities within one hour drive from medium and large-sized cities when they build industrial and mining regions. Meanwhile, industrial and mining companies may build expressways or inter-city railways connected to neighboring medium and large-sized cities. Industrial and mining companies will also be responsible for urban management.

(二)权利、义务和规则

Second, rights, obligations and rules

为保护工矿企事业对工矿区建设、开发的积极性,保持管理政策、经济政策的稳定性,该工矿区在一定年限内(30年至50年),实行有限权利的企政统一管理模式。即工矿企事业被任命为工矿区的一级ZF,在该国ZF 的监督下,行使管理该工矿区城市的经济管理、社会管理权限,同时接受所在国ZF及国家政权对工矿区城市政治权利的管辖。期限截止后,工矿企事业也即工矿区 城市ZF须将经济管理、社会管理权限移交给上级ZF,从而恢复为所在国ZF统一管理模式。

To encourage industrial and mining companies to construct and develop industrial and mining regions and maintain consistency in management and economic policies, such industrial and mining regions may, within a certain period (30 to 50 years), apply management model where enterprises also function as administrators with limited rights, which means that the industrial and mining companies may be appointed as governments for industrial and mining regions. Under local national governments’ supervision, such industrial and mining companies may take responsibility for economic management and social management of such industrial and mining regions, and local national governments will take responsibility for political right management in such industrial and mining regions. Upon expiration of such industrial and mining companies’ appointment, they may transfer the economic management and social management rights to superior governments, so that the unified management of the local government is restored.

(三)税收补偿的激励措施

Third, incentive measures in forms of tax benefits

为鼓励工矿企事业进行工矿区城市化建设的积极性,也为补充工矿企事业进行城市化建设所需资金,建议将工矿城市内形成的税收按照一定的比例返还给工矿企事业。

In order to encourage industrial and mining companies to actively participate in urban construction of industrial and mining regions and supplement the funds needed for urban construction, it is suggested that industrial and mining companies should get refunds on part of the taxes which are collected from industrial and mining regions.

上述描述不足以完全描绘城市BOT模式或者工矿区城市化这一构想的全部内容,但它基本上可以确立一个基本框架,更进一步的构想和细化工作有待在实践中进一步探索和协商。

The above description is not enough to fully depict the urban BOT model or the whole concept of urbanization of industrial and mining regions, but can serve as a basic framework. In-depth concept and details of the model shall be further explored and consulted over amid practices.

问题的关键并不在于这一构想如何进一步的细化,而在于这一构想能否被全世界经济学家、政治学家、社会学家、人类学家认可和接受,是否有意愿为这一构想进一步的细化和实践进行探索。

The key issue is not how such conception will be proceeded, but whether it will be recognized and accepted by economists, politicians, sociologists and anthropologists in the world, and whether they are willing to explore on details and practicing of the conception.

城市BOT模式或者说工矿区城市化这一构想,对于之前所描述的三个历史事件赋予了更新的历史认识,对于 当前全球经济的均衡发展以及发展中国家地区之间的均衡发展也提供了一条可供思索的路径,对于人类历史的未来,更主张以和平而非暴力的方式寻求变革创新的动 力。正因为如此,我个人认为,这一构想将对发展中国家的发展、对世界经济的发展以及人类社会的发展产生积极作用。

The urban BOT model, or urbanization of industrial and mining regions, will give new historical meaning to the abovementioned three historical incidents, and will provide an option for global balanced development and balanced development of developing countries. This model can also provide new momentum for peaceful and nonviolent methods of seeking reform and innovation. Therefore, I personally believe this conception will make positive contribution to development of developing countries, world economy and human society.

因此,我想向全世界经济学家、政治学家、社会学家、人类学家发出倡议,希望我们共同来探索和思考这一构想的可行性和具体行动方案,为这一构想在全世界的实践、为发展中国家的均衡发展、为这个星球的和平与共同繁荣贡献我们的力量!

Therefore, I would like to suggest economists, politicians, sociologists and anthropologists in the world to jointly explore and reflect on feasibility and specific action plan for this conception, and pay efforts to realization of this conception in the world, balanced development of developing countries and peace and joint prosperity of the planet!

在这封公开信结束前,我想用一个中国古老的历史典故“和氏璧”的故事来表明这一构想的历史和现实意义。

Before conclusion of this open letter, I would like to show the conception’s historical and actual meaning through an ancient story in China.

在大约2000多年前中国古代(春秋时期),南方的楚国有一个叫卞和的琢玉工匠,在荆山里得到一块璞玉。卞和捧着璞玉去见当时楚国的君王,楚厉王,厉王命宫廷玉工查看,宫廷玉工说这只是一块石头,厉王大怒,以欺君之罪砍下卞和的左脚。厉王死,另一位君王----武王即位,卞和再次捧着璞玉去见武王,武王又命玉工查看,玉工仍然说只是一块石头,卞和因此 又失去了右脚。武王死,文王即位,卞和抱着璞玉在楚山下痛哭了三天三夜,眼泪流干了,接着流出来的是血。文王得知后派人询问为何哭泣,卞和说:我并不是哭 我被砍去了双脚,而是哭宝玉被当成了石头,忠贞之人被当成了欺君之徒,无罪而受刑辱。于是,文王命人剖开这块璞玉,果真是稀世之玉,于是命名为和氏璧。

About 2000 years ago in Chunqiu period in China, a jade craftsman named BianHe in the south Chu country found an uncut jade in the mountains. He contributed the uncut jade to Li King of Chu country. However, Li King’s royal craftsman said the uncut jade was counterfeit and was only a stone. Li King was very angry, and he cut off left food of BianHe. After Li King’s death, BianHe held the uncut jade to contribute to Wu King, the successor of Li King. However, the king’s royal craftsman said again it was only a stone. Wu King was angry and cut off Bian He’s right foot. Years later, Wu King was dead and Wen King succeeded. BianHe held the uncut jade and cried for three days. In the end, he had no tears but blood to shed. Wen King sent a person to ask him why he cried. BianHe said “I was not crying for my feet being cut. I was sad that a jade was treated as a stone, that an honest man was treated as a cheater and that an innocent man was punished so severely.” Therefore, Wen King ordered people to cut the uncut jade, and it turned out that it was a real rare jade. Wen King named the jade as Heshibi.

“关于城市BOT模式的构想与探索的倡议信”的分析

该作者是个“有为”的人,就像很多中国农村的县乡政府领导,突然来个灵感,就准备把本县或本乡建设成××基地等,让农民把刚种的水果树砍了,统一大规模种植由县或乡领导组织来的某农作物。
但是,3年后该项目往往以失败告终,而县乡领导由于组织销售种苗赚了一笔。而去年被砍原来可以有收成的农民果树,以及今天种植失败的成本,统统由农民买单,结果是领导赚一票,可能是100万,可是农民因此损失5000万。这就是很多地方曾经风靡的政府领导在农村的理想规划故事。
该文作者的思路就是以前这些县乡政府领导理想规划的翻版。
其实,我们活在世上,不是要GDP达到5000000美元/年,也不是要建设几个像上海北京一样有高楼大厦的城市,更不是要造多少原子弹。为了生产而生产,我国在毛泽东时代已经试验过,“大炼钢铁”,把农村家家户户的铁锅全拿去熔化成铁块,以便钢铁产量超过英美,争个第一。那个时代,饿死了很多人,生活在那些时代的中国人,他们幸福吗?不幸福。
人活着的目的为了什么?人活着的目的就是为了活着,为了幸福地活着。这才是人活着的目的。
作者通过BOT方式建设城市,这些建设起来的城市(财富),难道是工矿资本家出钱投资建设起来的吗?不是,资本家投进去100万,等城市(财富)建设成了,这些财富已经达到100亿亿亿亿元时,超过100万的财富是哪里来的呢?是靠这个城市的广大民众每天干出来的,是他们一天一天的劳动凝结而成的财富。可是他们会幸福吗?就像我们现在的中国,每个中国人每天加班的干,每天18小时的干(像富士康工人,像华为工人以及中国大地上千千万万家单位里工作的工人),我们的GDP总量已经排名世界第二,可是我们中国人幸福吗?不幸福。众多民众买不起房,小孩上不起学,有病看不起病,大量白领过劳死。到60岁退休了,有人告诉你,你的养老金不够,请再干10年,延迟退休。
想明白人活着为了什么,就能很好地明白作者的“设想”是否是个好设想。如果把民众只当做奴隶,当做创造财富的奴隶,那么,政府这样做,从财富获得者角度说,是个好设想。可是从各大民众的角度说,就是一个十恶不赦的“坏设想”。
