郑适，中国人民大学农发学院老师。


主要教育经历        

2001年8月至2004年12月，美国普渡大学农业经济系攻读博士学位，获市场与产业组织方向博士学位，博士论文研究美国肉类市场价格传导问题；        

1999年8月至2001年7月，美国特拉华大学食品与资源经济系攻读硕士学位，获资源经济学硕士学位；        

1992年9月至1997年7月，中国人民大学财政金融学院国际金融专业攻读学士学位，获经济学学士学位。

主要工作经历

2005年至今，中国人民大学商学院贸易经济系任教；

1997年8月至1999年7月，北京市房改办下属住房资金管理中心工作，主要负责北京市个人住房贷款政策的制定和实施。

    农机购置补贴政策的实施对农业的发展乃至整个生产力的发展都有着深远的意义，前段时间我有幸参加了一个农业机械化调研项目，了解到国家及地方财政每年都会投入大量的资金用于农机购置补贴，但在补贴发放的操作过程中出现了以下问题：1、补贴资金到位较迟，错过了春耕备耕生产最佳农时，给农民购买选择带来不便；2、补贴项目中不包含工作经费，致使承担项目的农机管理部门工作经费严重不足，给项目实施带来一定困难；3、补贴监管不力，主管官员腐化严重，补贴渠道不清；4、补贴资金不能专款专用等。这些在很大程度上制约了农机补贴政策落实的可操作性，近年来，相关的刑事民事案件频发，想听听您站在学者对我国农机补贴政策、现状、操作漏洞以及改进措施的看法和建议。

    最近几年来 农产品成了外资和一些国际炒家 看中的东西  逗你玩 算你狠 这些东西 有的时候 某些东西贵的离谱 而有的东西 便宜的让人自杀 我是一个帝国主义阴谋论 我的问题 造成这些的原因是什么  难道这只是市场经济的作用的结果？？？
