Sothe stakes are higher when factor mobility is high. The potential role forpolicy is also considerably enlarged. When factor mobility is low, thedifference between policies that raise TFP bya few percent and policies that lower it bya few percent is, guess what, a few percent. When factor mobility is high, such policy differences can bemake or break for regional development.


Externaleconomies are probably a secondary issue for the growth of large nationaleconomies, but for regional economies they can be decisive one way or theother.
