奥肯定律是说失业率与GDP增长率之间呈现一定的负相关，这是一个经验定律，根据不同时期的历史数据推测出来的。你要是看多恩布什的书，里面就没有具体的数字，而是比例关系。至于考研，有实际意义的是，你应根据所报考的学校的指定参考书来确定。若是学知识最好多看一些国外原版的教材。
