【内容提要】经济结构中的产业结构调整与升级，必须与优化产业组织结构及技术创新结构相结合，重点是着力培植高新技术产业和新兴服务产业、发展支柱产业以及改组改造传统产业，逐步建立以资金技术密集型、产业关联度高为主体的现代经济体系。在具体结构调整实践中，还要认清目前调整的背景，把握调整升级的方向、模式和途径，从而在提高整体产业竞争力、升级产业结构的同时，建立与人口、资源、环境相协调的高效利用能源的产业体系。

【英文摘要】In the adjustment and upgrading of industrial structure, the optimization of industrial organization structure and technological innovation structure must be constantly born in mind, with the emphasis placed on cultivating high-tech industry and new types of service industry, developing pillar industry, and transforming traditional industry so that a modern economic system characterized by capital-and technology-intensiveness and high industrial relevancy would be established. In the actual process of industrial structure adjustment, full attention must be given to the macro-context so that well-considered decisions are made regarding the direction, mode and means of the upgrading. While the industrial competitiveness is raised, an industrial system that coordinates population, resources, environment and efficient use of energy is expected to be built up.
