【内容提要】城乡统筹是“城”和“乡”的互动发展，乡村规划应充分考虑城乡统筹的社会大背景，在分析现实困境的基础上，寻求发展的新方向：从强制“植入”走向村民“主导”，从“个体”规划走向“系统”规划，从“自上而下”的“蓝图”规划走向“上下结合”的“过程”规划。

【英文摘要】Urban-rural integration is the interactive development of the "city" and the" village". Rural planning should take into consideration the general social background of urban-rural integration. With an analysis of current planning predicament, new directions for rural planning are proposed. These new directions have the following three characteristic features: villagers playing a leading rather than a receptive role, planning improved with a systematic point of view, and the "top-down "blueprint replaced by an "interactive" planning process.
