个人认为，楼住所说的这种调节，只能是针对某个产业的调节，比如国家在粮食市场的买进卖出，这种买进卖出对粮食行业会有直接的影响，但是对整个国民经济影响是间接的，不明显的。从这个角度分析，这种调解经济的功能远不如货币！

theoreticaly, the answer is positive. It is similar to fiscal policy. But the major problem with it is whether government can make the right decisions and can they implant them timely. Both of these problems receive lots of doubts in the history, so this idea has been dismissed.
