If the share of public ownership in total housing is too high as the proposal by Li Ming and others, there will be huge costs to everyone.
While there are some good points in the proposal, the fundamental approach is problematic, because it relies on quasi public ownership that will have many problems. It will be a step backward.
The key to addressing housing problems is to non-competitive behaviours by both firms and government, especially local governments. If the market is becoming more competitive, then the supply will be increased and expectations on supply will improve and will reduce speculative behaviours.
